In exercise of the power conferred by section 19 of the Sea Customs Act, 1878 (VIII of 1878), the Governor General in Council is pleased to prohibit, with effect from the 1st June 1911, the bringing by sea or by land into British India, by means of the post, of the goods specified in the attached schedule, and to restrict the importation of these goods by other means to cases in which they are imported by persons, or their authorised agents, who have been permitted to import them by a Local Government or Administration or by an officer authorised in this behalf by a Local Government or Administra- tion Provided that the Collector of Customs shall have power to admit import by sea or by land in exceptional cases or when he is satisfied that the proportion of the prohibited drug in any article is so small as to be negligible or that other reasons render it impossible for the article to be used as an intoxicant.
2. The Notifications of the Government of India in this Department No. 3566, dated the 9th April 1908, No. 8963-117, dated the 9th December 1909, and No. 8555-119, dated the 18th November 1909 (as amended by Notifications No. 742-119, dated the 28th January 1910, and No. 3024-32, dated the 23rd April 1910), are hereby cancelled, with effect from the 1st June

Schedule.
(1) Opium and all alkaloids of opium and all intoxicating drugs
made from the poppy.
(2) Ganja, bhang and charas and every intoxicating drink or substance prepared from any part of the hemp plant (cannabis sativa).
(3) Coca leaves, alkaloids of coca, every other intoxicating drink or substance prepared from the coca plant (Erythroxylum coca) and all drugs, synthetic or other, having a like physiological effect to that of cocaine.
(4) All preparations and admixtures of any of the above,
